Meaning
" 〜ても、その結果に関係なく・・・だ"
XようがY：Xをしても、関係ない、影響しないと言いたい時に使います。

"no matter how / whether ... or ... ."
Used to express the idea that no matter what happens or what is done, the outcome or the speaker's decision remains unchanged.
