Explanation:〜とは限かぎらない

Meaning
"ぜったいに/いつも〜だとは言いえない"
"It's not always true that"
Used to indicate that something is not necessarily or always the case. It suggests that there may be exceptions or that the situation might not always follow the assumed or expected pattern.
