Meaning
"〜できる状況じょうきょうではない / 〜できる状態じょうたいではない"
Used to indicate that the current situation or condition makes something completely impossible or unthinkable. It conveys that one is in no position to do something because of pressing circumstances. This phrase is often translated as "this is no time for," "can't possibly," or "far from being able to" in English.
